Mr. Barney Karuuombe
Mr. Karuuombe is the Manager for the Parliamentary Capacity Development (PCD) Programme. He is mainly responsible for the implementation, coordination and promotion of the Forum's activities related to training of Members of Parliament (MPs) and parliamentary Staff. Mr. Karuuombe joined the Forum in August 2005 and held the position of Regional Integration Officer (RIO) after which he, in 2009, was promoted to the position of Interim Director of the then Parliamentary Leadership Centre (PLC). Under this portfolio and his previous experience in the Non-governmental sector, Mr. Karuuombe gained extensive project management and resource mobilization skills. Mr. Karuuombe is also further tasked with the promotion of the Forum's Regional Integration (RI) Programme.
Mr. Karuuombe has grounded parliamentary service experience as he was previously employed as Deputy Director at the National Assembly of Namibia. He was responsible for servicing the portfolio Committee on Economics, Public Administration and Natural Resources. He is also an experienced labour and socio-economic Researcher as he was previously employed by the Labour Resource and Research Institute (LaRRI). Mr. Karuuombe has tertiary teaching experience as he taught Research, Development and Community Development at the University of Namibia (UNAM). Mr. Karuuombe has some publications under his name and spoke at numerous national, regional and international platforms.
Mr. Karuuombe also gained adult education teaching experience through his brief attachment with the Namibia College of Open Learning (NAMCOL). He hail from civil society and started his professional career as a Programme Officer at the Namibia Non-Governmental Organizations Forum (NANGOF). He worked as policy analyst and programme officer on issues related to development and land reform advocacy in particular.
Academic and Professional Qualification
Academically, Mr. Karuuombe hold a Masters of Arts (in Economics) from the University of Manchester as well as a Bachelor of Arts (Politics and Sociology) from the University of Namibia. In August 2011, Mr. Karuuombe was appointed to the coveted national position of Commissioner of Elections under the Electoral Commission of Namibia (ECN). His role as a Commissioner is to plan and oversight Namibia's entire electoral process and outcome and to represent the country regionally and international on matters related to elections and the promotion of electoral democracy.
