Dr. Esau Chiviya, Secretary General

Dr. Esau Chiviya, a Zimbabwean national, was appointed as the SADC Parliamentary Forum Secretary General at the Forum's 25th Plenary Assembly held in Swakopmund, Namibia on 7th and 8th July 2009. He brings to the Forum over twenty years of experience working internationally in the areas of leadership and management, institutional development and democracy and governance.

He holds a PhD in Political Science/Public Administration (Indiana University, Bloomington, USA.), an MA in Public Policy and Administration, and an MSc in Economic Geography, both from the University of Wisconsin, Madison, US, and a BA with Education from the University of Zambia.

Ms. Boemo Sekgoma

Ms. Boemo Sekgoma has more than 16 years experience working in HIV/AIDS and Public health. Has served as an HIV/AIDS advisor in Kenya,Malawi, Zambia, Uganda, Lesotho and as a temporary advisor with UNAIDS, UNICEF and the World Health Organisation. In the process gained experience consulting, training and facilitation in public health policy development, organisational transformation, policy analysis, HIV/AIDS interventions, sexual and reproductive health and gender-based violence. In the past six years became grounded in Parliamentary programming in the area of HIV/AIDS and governance and resource mobilisation. Whilst at SADC PF served as Executive Officer to the Secretary General and shadow acted as both Gender and Democracy and Governance programme officers for two years until positions formally filled.

Director : Parliamentary Capacity Development (PCD)

Mr. Barney Karuuombe

Mr. Karuuombe is the Manager for the Parliamentary Capacity Development (PCD) Programme. He is mainly responsible for the implementation, coordination and promotion of the Forum's activities related to training of Members of Parliament (MPs) and parliamentary Staff. Mr. Karuuombe joined the Forum in August 2005 and held the position of Regional Integration Officer (RIO) after which he, in 2009, was promoted to the position of Interim Director of the then Parliamentary Leadership Centre (PLC). Under this portfolio and his previous experience in the Non-governmental sector, Mr. Karuuombe gained extensive project management and resource mobilization skills. Mr. Karuuombe is also further tasked with the promotion of the Forum's Regional Integration (RI) Programme.

Mrs. Yapoka Nyirenda Mungandi

Mrs. Yapoka Nyirenda Mungandi is currently the Director: Human Resources & Administration; Also Accountant for HIV/AIDS Programme. Has more than 24 years experience as an Accountant and Administrator. Worked for the National Assembly of Zambia for 13 years up to 2005, and was Deputy Chief Accountant at the time of leaving. Also served as Desk Officer for the Public Accounts Committee. Joined the SADC PF as Accountant in 2005. Later moved to HIV/AIDS Programme as Manager: Finance & Human Resources. In those years gained experience in Financial and Management Accounting, Project Financial Management, Procurement & Stores Administration, Human Resource Management, and General Administration.

Mr. Mahendrasing Raj Khooblall

Mahendrasing Raj Khooblall started his career in the audit practice at DCDM (one of the biggest audit firm in Mauritius) and eventually worked for the public department and private sector.He served the public sector for about 13 years in the department of copyright/authors right and at the Irrigation Authority. On the regional level, Mr Khooblall has worked as Financial Accountant/Controller for 4 ½ years in a very big Sugar Estate in Mozambique and as Chief Accountant in an International Mining Company in Sierra Leone. He is fluent in English and French and also speaks Portuguese. He joined the Forum in January 2009.

Mr. Sheuneni Kurasha

Mr. Sheuneni Kurasha is SADC PF's Democracy and Governance Officer. He has extensive knowledge and experience in Democracy and Governance issues across the SADC region. His areas of interest and expertise include parliamentary democracy, particularly legislative strengthening, parliamentary budget oversight and public finance management and elections among others. His main role at SADC PF, as well as coordinating election observation missions, include planning, organising, and providing substantive servicing to the Standing Committee on Democractisation, Governance and Gender Equality. Previously he served as the Executive Assistant to the Secretary General.
