The SADC Parliamentary Forum which is headquartered in Windhoek, Namibia has received a grant from the African Capacity Building Foundation (ACBF) in terms of which grant the Forum is suppose to implement parliamentary capacity development activities (training) for SADC parliamentarians as well as staff of Parliament.

The implementation of this mandate entail the development of a Parliamentary Training Material (The SADC Parliamentary Handbook) and suitable Consultants/Parliamentary experts are therefore requested to express interest in compiling the different modules as indicated in the Indicative Curriculum here below.

TERMS OF REFERENCE FOR SHORT TERM CONSULTANCY

EXPERT SERVICE FOR ENHANCING THE CAPACITY OF PARLIAMENTARIANS IN MOBILIZING DOMESTIC FINANCIAL RESOURCES FOR CLIMATE CHANGE RESPONSES IN SADC MEMBER STATES.

Background

The SADC Parliamentary Forum, with the support of the Southern African Development Community (SADC) Secretariat and the United Nations Development Programme (UNDP) intends to (i) Convene a SADC Parliamentary Regional Conference under the theme “Mobilising Domestic Financing for Climate Change Responses: The Role of the Legislature”, and (ii) Develop a toolkit for parliamentarians on “Mobilising Domestic Financing for Climate Change Responses: The Role of Parliamentarians”.

The SADC Parliamentary Forum was principally established to “constitute a Regional Parliamentary framework for dialogue on issues of regional interest and concern”.
