At a time when there was no document with guidelines on the conduct and management of elections on the African Continent in general and SADC Region in particular, the SADC Parliamentary Forum was the first organisation on the African Continent to develop and adopt Norms and Standards for elections in the SADC Region on 25 March 2001. The Norms and Standards have guided the SADC Parliamentary Forum for the past thirteen (13) years in its Elections Observations Programme. As of 30 September 2013, the SADC Parliamentary Forum had observed 31 Elections in the SADC countries using the Norms and Standards as a guiding document.
The main objectives for SADC PF’s Election Observation Programme are:
i) to promote the use of best practices in the conduct and management of elections, and
ii) promoting electoral reforms aimed at enhancing democratic practices in the governance process of SADC countries.
