CALL FOR APPLICATIONS AND TERMS OF REFERENCE FOR A HIGHLY SKILLED MONITORING AND EVALUATION PROJECT MANAGER  BASED AT THE SADC PARLIAMENTARY FORUM, WINDHOEK, NAMIBIA UNDER THE SRHR, HIV AND AIDS GOVERNANCE PROJECT

BACKGROUND AND OVERVIEW OF THE ROLE:

The SADC Parliamentary Forum (SADC-PF) is currently implementing the SRHR, HIV and AIDS Governance Project (2023-2026), funded by the Swedish Embassy, in collaboration with its Member Parliaments.

An in-depth knowledge and understanding of SRHR and its determinant, including climate action intersectionality’s, and the parliamentary and government context shall be essential to ensure accurate reporting, data collection, informed analysis and a streamlined presentation of the information from a Parliamentary context.

Applicants shall be required to have excellent oral and written communication skills in English, including competence in the following;

Results-based management:  

  • The Officer shall be competent in developing and implementing results-based management policies, methodologies, systems, guidelines, and tools related to monitoring and evaluation, risk management, and reporting.
  • Providing strategic guidance and technical support to Beneficiary Member Parliaments: in designing programme results frameworks for Parliaments, including theory of change, key performance indicators, results matrix, risk management plans, and data collection tools; furthermore, be competent in advising Parliaments, technical staff in SADC Parliaments in the implementation, monitoring, evaluation, and closure of programmes and projects.
  • Capacity building: competent, in delivering training on results-based management throughout the programme lifecycle to Beneficiary Member parliaments, colleagues, and management at Committee level, and secretariat.
  • Information and data management: competent in Office’s information management system to analyse data on programme performance; further, capable to facilitate the identification of information and data to be included in reports on results achieved at the country and programme levels for Member Parliaments and Sweden, the donor;
  • Prepare briefs, Annual Reports (including infographics), and presentationsfor colleagues, management, donor and external partners.
  • Creating results-based management culture: working closely with SRHR Researchers, Committee Secretaries at SADC PF, colleagues and management at the SADC-PF to build capacity in all areas of results-based management, ensure the systematic capture of key lessons learned throughout the programme lifecycle, and develop success stories and other knowledge management products.
  • Monitor the results-based management methodology development: stay up to date with emerging trends and best practices in results-based management and apply them to programmes related to SRHR.
  • Additional responsibilities:Beyond the listed tasks, the Officer will handle any other duties as required, adapting to the dynamic needs of the role and the needs of the SRHR Project, and SADC PF Secretariat.

THE M&E PROJECT MANAGER SHALL BE GUIDED AND PERFORM IN ACCORDANCE WITH THE FOLLOWING DISTILLED AREAS OF KEY RESPONSIBILITY:

  • Data Collection and Results-based Management:
    • Coordinate and manage the collection of data from regional level, and 15 national Parliaments as part of the SRHR project’s monitoring framework;
    • Review, develop and implement tools for data collection, ensuring alignment with SRHR objectives under the approved Project and national Parliament’s contexts;
    • Ensure that data collected is accurate, complete, and timely by coordinating with Parliamentarians, SRHR Researchers, project partners, M&E consultant and other stakeholders;
    • Maintain and update databases for tracking progress for national and regional initiatives; and
    • Ensure that results are aligned with the Project’s outcomes and give feedback to SRHR Researchers based at national Parliaments accordingly
  • Data Analysis and Reporting:
  • Analyze data and information gathered from national Parliaments through monthly, quarterly and annual reports, focusing on SRHR outcomes and parliamentary engagement;
  • Use SMART (Specific, Measurable, Achievable, Relevant, Time-bound) criteria to assess data and draw actionable insights;
  • Prepare and write clear, concise, and informative annual narrative reports that present findings, highlight key trends, and provide recommendations for improvement and adaptation, whilst ensuring that the Swedish reporting guidelines and obligations are fulfilled; and
  • Conduct regular data quality checks to ensure that analyses are based on valid and reliable data.
  • Monitoring and Evaluation Framework:
    • Develop and continuously improve the project’s M&E framework in alignment with project goals and donor requirements;
    • Support the integration of M&E into project planning, ensuring that all project activities are monitored effectively and systematically, whether at regional and national level; and
    • Monitor and track the Key Performance Indicators (KPIs) aligned with SRHR goals, ensuring they are measurable and linked to project objectives.
  • Stakeholder Engagement and Capacity Building:
  • Collaborate with Forum staff, national parliaments and SRHR stakeholders to understand data collection needs and ensure accurate reporting;
  • Provide technical support and training to project staff, SRHR Researchers and partners on the application of the M&E framework, ensuring alignment with project objectives; and
  • Support stakeholders in using M&E results to inform decision-making and improve project outcomes.
  • Learning and Adaptation:
  • Assist in the development of a learning agenda that reflects ongoing findings from M&E activities, and use these insights to suggest adjustments in project strategies and implementation.
  • Give continuous feedback to SRHR Researchers based at national Parliaments on the adequacy of their reporting; and
  • Ensure the project’s M&E reviews incorporate lessons learned, adaptations to be made and best practices.
  • Reporting and Communication:
  • Provide regular updates on progress toward M&E milestones and share findings with internal and external stakeholders, including the relevant Forum Standing Committees, the Committee of Clerks and the Executive Committee;
  • Work closely with the Communication Executive to ensure the findings from monitored activities are disseminated appropriately for advocacy purposes; and
  • Ensure that all reports meet donor and internal requirements and are submitted on time.

THE KEY PERFORMANCE INDICATORS (KPIS) RELATED TO THE ABOVE AREAS OF KEY RESPONSIBILITY ARE AS FOLLOWS:

  • Data Collection and Accuracy:
  • Successful collection of data from the Forum’s Member Parliaments, ensuring 100% accuracy and timeliness of data;
  • Implementation of data collection tools that reflect SRHR and parliamentary contexts; and
  • Regular reporting to the Office of the Secretary General and designated Project staff on key activities implemented that will form part of the annual Narrative Report and final Project Report.
  • Analysis and Reporting:
  • Completion of annual narrative reports, and final Project report, within set deadlines in accordance with the Project Agreement with Sweden;
  • Demonstrated ability to analyze data using SMART indicators, presenting clear insights and actionable recommendations; and
  • Ability to link results with the Theory of Change and situate progress in the advancement of SRHR according to realised Project outcomes.
  • Data Management:
  • Quality of data management practices, ensuring databases are consistently updated, accessible, and accurate; and
  • Maintenance of a real time database which allows swift monitoring of performance of national Parliaments.
  • Stakeholder Engagement and Training:
  • Number of stakeholders trained in M&E systems and tools; and
  • Engagement and collaboration with national parliaments and SRHR stakeholders to ensure alignment with project goals.
  • Learning and Adaptation:
  • Identification of key lessons learned, risks and challenges through M&E activities and incorporation of these lessons into the project’s strategies.
  • QUALIFICATIONS AND EXPERIENCE:

 

  • Education:
  • A degree in Monitoring and Evaluation, Social Sciences, Public Health, International Development, or a related field;
  • Postgraduate qualifications in M&E, SRHR, or a related field are an added advantage.
  • Experience:

At least 3-5 years of experience in monitoring and evaluation, preferably in SRHR-related projects, with excellent knowledge of monitoring and evaluation standards and understanding of key performance indicators, including formulation and tracking.

  • Demonstrated knowledge of data analysis, synthesis, and report writing.
  • Experience working with national Parliaments or governmental bodies is highly desirable;
  • Demonstrated experience in designing, implementing, and managing M&E systems, including data collection, analysis, and reporting; and
  • Proven ability to write high-quality reports for donors and other stakeholders.
  • Required skills and competencies:
  • Strong analytical skills with the ability to synthesize complex data into actionable insights;
  • Ability to relate results with progress in advancing the Theory of Change through monitored activities;
  • Solid understanding of SRHR , human rights, UHC, Gender inequalities, and parliamentary and policy operating contexts;
  • Proficiency in M&E software and data analysis tools, and ability to generate infographics to facilitate interpretation of data;
  • Strong communication skills in English, both written and verbal;
  • Ability to communicate effectively with MPs and other representatives of national Parliaments;
  • Ability to work independently and as part of a multidisciplinary team; and
  • Excellent organizational skills with the ability to manage multiple tasks and deadlines.
  • OTHER REQUIREMENTS:
  • Knowledge of the international SRHR landscape and the role of Parliaments in advancing SRHR policies across Africa.
  • Experience in grant management.
  • Familiarity with the EEA and Norway Grants.
  • Knowledge of donor state policy priorities.
  • Fluency in a second working language of the Forum (French or Portuguese) is an advantage.
  • Proven ability to clearly and effectively communicate technical concepts and provide guidance to audiences of diverse seniority and backgrounds.

VI. MONTHLY SALARY

  U$6200, all inclusive.
