CONCEPT NOTE

MEETING OF NATIONAL WORKING GROUP (NWG)

1. INTRODUCTION

The Southern African Development Community Parliamentary Forum (SADC-PF) has embarked on a new SRHR, HIV and AIDS Governance Project scheduled to run for three (3) years, which has started on 1st July 2019 -30 thJune 2022. The project is funded by the Embassy of Sweden and is being implemented by 14 countries including Namibia. As such, the National Assembly has signed a memorandum of Understanding (MOU) with the Southern African Development Community Parliamentary (SADC PF) to implement the SRHR, HIV/AIDS Governance Project.

The project is expected to achieve the universal access to integrate SRHR, HIV/AIDS and related rights, including bringing forward social change, improved health and respect for human rights that are enjoyed by all in the SADC region.

The project also seeks to strengthen MPs capacity and encourage them to advocate for SRHR, HIV/AIDS through legislative, budgetary, oversight and visible representations and champion SRHR issues in view of reducing discrimination and stigmatization of the affected people at all levels.

2. BACKGROUND

In accordance with the successful completion of the previous Project, the National under the renewed project will continue to build on the previous successes and identify prevailing legal and policy gaps around the identified five (5) thematic areas:

a) Sexual Gender Based Violence and Gender inequality;

b) Early and Unintended Pregnancy and safe abortions;

c) Commodity Security and Access to SRHR and HIV/AIDS related services in view of reinforcing health systems and contributing to Universal Health Coverage;

d) Comprehensive Sexuality Education;

e) Non-discrimination and Protection of Key Populations

3. RATIONALE OF THE NWG MEETING ON SRHR

The purpose of the meeting is to share, review the final draft Terms of Reference for the NWG and to adopt it, to deliberate and agree on the draft concept note for the development of annual work plan (AWP) and a monitoring and evaluation plan, including the appointment of a resource person; to share to share the upcoming activities for the months of June and July as well as the logistical arrangements thereof and lastly to review and discuss the SRHR budget prioritisation in the allocated FY2020/2021 National budget.

4. EXPECTED OUCTCOME OF THE MEETING

The expected outcomes of the meeting are:

 

  • TOR of NWG adopted
  • Concept note on the AWP accepted
  • Upcoming activities shared
  • Review and discuss SRHR budget prioritisation in the allocated FY2020/2021 National budget

 

5. LOGISTICAL ARRANGEMENTS

The proposed NWG meeting is scheduled to take place on Monday, the 8 June, 2020, at 9h00 in C1 Conference Room at the National Assembly

6. PARTICIPANTS

The meeting will be attended by a total of twenty-five (25) participants. These are, members of the Members of Parliament members of NWG, SRHR Researcher and Clerks of Parliamentary Standing Committees

7. METHODOLOGY

The meeting will be conducted through presentations and discussions. Social distancing and all Regulations in terms of Stage 3 under the State of Emergency will be observed.
