VIRTUAL MEETING

Honourable Vice-President of the Forum, MP

Your Excellencies,

Ms Secretary General,

Firstly, I would like to welcome the Honourable Members of the Parliamentary Business Sub-Committee to this virtual meeting of the Forum.

The purpose of this meeting is to prepare the Executive Committee meeting, to be held on 28th and 29th September 2020, which will precede the first Virtual Session in the history of SADC-PF, the 47th Plenary Assembly Extraordinary Political Session, to take place from 09th to 11th October this year.

The prevalence of the COVID-19 Pandemic, which has affected our countries, the Southern African region and the world in general, has imposed constraints on the normal functioning of our organization.

In order to avoid a complete halt in the functioning of the SADC Parliamentary Forum, we decided that the regular meetings of the Forum bodies, scheduled for this year, should be held in virtual format.

Statement by the Secretary General, MS B.SEKGOMA on Mainstreaming Gender in the SADC Renewable Energy Sector 15th September 2020

Honourable Members, Distinguished Colleagues and participants,
On behalf of the SADC Parliamentary Forum, it is with immeasurable pleasure that I make this statement in relation to gender mainstreaming in the SADC renewable energy sector. The Forum has always considered that the infusion and integration of gender considerations should take place in every initiative, whether at the executive or parliamentary level, and thus gender mainstreaming in the energy sector is to be a welcome development.

I wish to underscore that the implementation of renewable energy programmes are at the core of parliamentary functions. Over the last decade, at least 10 SADC national Parliaments have espoused laws and policies that promote the use of renewable energy directly or indirectly. Reduction of taxes and tariffs on solar panels and wind farm equipment, business facilitation for renewable energy industries and trade concessions for energy efficient amenities are measures which have been processed across SADC through the institution of Parliament. Indeed, Parliaments are cognizant that the renewable energy sector is to follow an exponential growth in the years to come, with fossil fuels rapidly being depleted, and the growth of this promising sector needs to be coupled with responsive legislation and policies in view of ensuring its sustainability and providing the necessary incentives for SADC citizens to switch to green energy.

Honourable James Unomasa UerikuaIt gives me great honour as the Governor of this mighty Otjozondjupa Region, the head responsible for the welfare of all inhabitants in this region, to be part of this long-overdue capacity development workshop for Members of Parliament and Parliamentary Staff on Sexual Reproductive Health and Rights HIV and AIDS.

The people of Otjozondjupa Region are duly honoured to receive, and host you honourables and distinguished guests right in the heart of our great region and our capital, Otjiwarongo during this two-day workshop.

When I was appointed Governor on 15 April 2020 by His Excellency Dr. Hage. G. Geingob, President of the Republic of Namibia, it has become my earnest vision to make Otjozondjupa the center of trade and commerce attraction through all economic sectors. Hence, we are happy that the Namibian Parliament has heeded this call and selected Otjiwarongo and by large Otjozondjupa Region for to host this imperative and crucial capacity building workshop.

Invited Guests,

Ladies and Gentlemen,

I am honored to officiate at this capacity development workshop for Members of Parliament and Parliamentary Staff on Sexual Reproductive Health and Rights (SRHR), HIV and AIDS.

The Sexual Reproductive Health and Rights (SRHR), HIV and AIDS Governance programme, is jointly implemented by SADC-PF and the National Assembly with the funding from the Swedish Government. This programme is aimed at enhancing the capacity of Members of Parliament (MPs) in terms of legislative oversight, budget and representation. It also seeks to sensitise individuals on choices regarding their sexuality and reproductive health and rights, and is expected to empower MPs to introduce motions and analyse Bills table in the National Assembly that seek to address Sexual Reproductive Health and Rights (SRHR) matters. We acknowledge the Swedish Government, with thanks and appreciation, for their generous support.
